I just wanted you all to know that Debbie Mahoney, our very own forum moderator, appeared in Washington, D.C. before President Bush at the White House Conference on Missing, Exploited, and Runaway Children this past Wednesday, October 2, 2002. She was one of six hundred hand-picked individuals from across the United States. President Bush had selected a wide-ranging group of advocates and experts in the field, including the parents of victim children, law enforcement officials, federal, state and local leaders, citizen experts, and many other leaders involved in the cause of missing, exploited, and runaway children.

While Debbie is indeed a parent of a child who was abused by a sexual predator, she is also an expert in the field of child abuse. Her book, "Innocence Lost? Protecting Your Child from the Trauma of Abuse," is a leading informational guide and resource handbook for the prevention of child sexual abuse.

Debbie has fought hard for public disclosure and the reporting of both the sexual abuse and the perpetrator. She states in the book, "I believe strongly in the importance of writing a guide that gives a good overview on issues surrounding child safety. Parents need to be given the available information if they are to be successful in keeping their children safe. The biggest offense for parents is to learn about the issues and deploy strategies that will provide the best defense for helping to keep their kids safe."

Even though I have no children, I have read this important safety guide. Having just substituted for my very first kindergarten class, I thought it was a necessary thing to read to prepare me for teaching. I think all adults should take part in keeping all of America's children safe.

As Hillary Clinton once said, "It takes a village to raise a child," and I am a part of that village. Last night I was speaking to another forum member, and she told me that when she lived in Italy about ten years ago, she felt like her children were so safe there you could lose them in a crowd, and they would be very well taken care of by everyone in town. She said it was totally unacceptable to hurt children there, and that people who did received very quick, very harsh justice. I have a feeling that might not be the same any more.

Debbie writes, "Our world has changed, both for the better and for the worse. Never before have our children benefited from such amazing technological advances, while at the same time being potential victims of so much evil." The internet opens up a whole new world of possibilities to the child predator, quite literally. Debbie says the vast majority of children are sexually abused by someone they know, but nowadays that definition can include anyone they communicate with, online or off.

I have a feeling that Debbie would be too humble to tell you that she was included in President Bush's Conference because she is a very hard-working advocate and citizen expert, and not just because she was the parent of someone who was sexually abused. She was also instrumental in the formation of the 'Child Molester Hotline' in California in 1994; has spoken or appeared on numerous radio and television shows; serves on the advisory board of several child safety and crime victim organizations; and has even spoken internationally. The White House Conference on Missing, Exploited, and Runaway Children was the very first of its kind. President Bush hosted the event in order to raise public awareness of steps that parents, law enforcement, and communities can take to make America's children safer. The President announced his support for the Hutchison-Feinstein National AMBER Alert Network Act of 2002, and has authorized the Attorney General to appoint a national AMBER Alert Coordinator at the Justice Department. The President also proposed a 26% increase in funding for the Missing and Exploited Children's Program, which provides training for state and local law enforcement on handling missing children cases. His budget request would almost double the funding for the Department of Justice's Internet Crimes Against Children Task Force (ICACTF) program. Debbie stated,"It is important for survivors to know that at the highest level of our Government a commitment to help strengthen our laws, and help our children has been established." I agree, and I think this is great news.

Debbie said the Conference was attended by many dignitaries, including Secretary of State Colin Powell, U.S. Health and Human Services Secretary Tommy Thompson, U.S. Secretary of Education Ron Paige, Attorney General John Ashcroft, and Robert Mueller, director of the FBI. President Bush was accompanied by First Lady Laura Bush, and Debbie even got a "hug" by the President! She told me she wasn't sure she deserved it, but that it was "awesome." Well, I beg to differ. I think she deserved it very much. If I were there, I would have hugged her myself.
